Libraries are vital community resources. Many serve as warming centers during colder months, offer free youth and adult programming, and provide essential access to computers and information. As trusted, welcoming public spaces, libraries often support community members during moments of transition or crisis.

In recent years, however, some libraries have faced an increase in overdoses occurring on their premises. In response, a number have been forced to reduce hours or, in some cases, temporarily close, outcomes that ultimately limit access to critical community services. Librarians and library staff are not typically trained to respond to substance use disorder or overdose, yet they increasingly find themselves on the front lines of this public health challenge.

As overdose risk rises, communities must broaden their approach to prevention and response. Libraries can play an important role when equipped with the right tools, policies, and partnerships. Below are examples of programs and policy approaches libraries can consider to support community safety and wellbeing, along with a curated reading list tailored to different age groups.

  • Normalize Conversations around substance use, reduce stigma, and centralize resources.
  • Secure Funding for naloxone inclusion in first aid kits, with staff training and post-administration support.
  • Engage Parents through prevention education, offer teen-friendly hours, and create safe spaces for youth.
  • Host Events and discussions on substance and mental health recovery with local authors.
  • Collaborate with community partners for overdose reversal and mental health training, including police, schools, and non-profits.
  • Provide Space for peer recovery specialists, recovery meetings, and parental education on safe storage and disposal.
  • Establish harm reduction initiatives like vending machines and participate in local stakeholder groups.
  • Implement a compassionate approach to individuals using drugs on library property, and connect to health department resources online.
  • Share Resources with businesses, schools, libraries, and prisons, fostering community connections
